PUBLIC BEACH... "PUBLIC" MEANS? 

In Mexico the beaches are "public" for  20 meters wide from hide tide. Concessions can be given by the government for erecting restaurants  but all environment laws have to be respected. it is to be noted that the government is providing less and less concessions.

This been said  the laws have to be respected  by the public:

It is prohibited to:

Camp; drive or park a vehicle; Make camp fires; Sleep; Leave garbage.
